John F. “Jack” Jones, Jr., Ph.D.

Booz Allen Hamilton
Executive Advisor

John F. "Jack" Jones, Ph.D., joined Booz Allen Hamilton in February of 2011 as an Executive Advisor. He works in the Health Market and is part of the Systems Development Capability area. His areas of focus include: 1) Federated Identity and Attribute Activities; 2) advising federal executives on the key issues of cloud computing, re-usable services, and mobility; and 3) engaging the analytics group in areas of Systems Biology and natural language processing.

Dr. Jones served as the CIO of NIH from June 2005 after having served as the Chief IT Architect from 2001. During his tenure with NIH Jack implemented an identity management program that created NIH Login, a single sign on-service which grew from supporting a single application at the beginning to supporting over 300 applications and several services. He extended this capability by adding the use of external credentials. This provided access for 26M researchers across the US with access to resources at NIH using the credentials issued at their “home” institutions. He also began the move to service-oriented architecture at NIH by creating the needed infrastructure and sponsoring the development aof services for acquisition and travel. He has been widely considered a thought leader in the emerging systems biology field. Dr. Jones was cited by “Government Computing News” as one of the Top IT Leaders in the government for his work in gaining collaboration across the NIH for the initiatives he saw as strategically important. In 2009 Dr. Jones joined the Board of Directors of the BRIDG Project, an effort directed at the standardization of information related to the approval and safety of biomedical devices and therapeutics.

Before coming to the NIH, Jack was the Director of Information Processes at Sandia National Laboratories. In this role he developed Sandia’s first intranet, which was recognized by industry groups as the leading uses of this technology, having gone from nothing to 300,000 pages in six months. Previous to that he developed the Nuclear Weapons Complex CAD/CAM Integration Program. This work was acknowledged with an award from the National Institute of Standards and Technology for “the first commercial use of the Initial Graphics Exchange Specification.”

During his last two years at Sandia, he also served as senior advisor to the Deputy Assistant Secretary at the Department of Energy for the Advanced Strategic Computing Initiative. His work included consulting on the development of a series of state of the art parallel computers simulating the all phases of nuclear weapons operations. While at the Department of Energy he also developed a cyber security remediation plan following the Wen Ho Lee incident in Los Alamos.

Jack attended Case Western Reserve University as an undergraduate, and graduated first in his class. He continued his education at Stanford University and was awarded Master and Doctor of Philosophy degrees in Aeronautical Engineering. Jack’s graduate education was interrupted by four years of service in the U.S. Navy, serving as a Naval Flight Officer. Jack’s career focus moved from aviation to computing, and his work to develop and employ standards in computer-aided design and manufacturing across the DOE complex

In his former roles as the Chief IT Architect and as CIO at NIH, one of Jack’s goals has been to ensure that information technology is matched to the business needs and processes that it supports. His efforts have brought together disparate communities, from physician-scientists to accountants and technologists, and the results include the development of business process and conceptual data models for grants award and management, and the acceptance of business process modeling as a required part of application development. He also established service oriented architecture at NIH, creating internal services and using services from external sources such as GovTrip. Jack is married and has two grown children. He continues to enjoy aviation in his spare time
