Richard is a Senior Policy Advisor for the FLA, specialising in fraud related issues within consumer credit, anti-money laundering and a number of other key issues for the consumer credit industry. He is also on the main Board and Editorial Board of the UK’s Joint Money Laundering Steering Group (JMLSG).
Richard has a first degree in Economics and Geography, an M/Phil in Management, Economics and Politics and a PhD in International Corporate Governance. He also has a professional qualification in Competition Policy.

Don Thibeau served on the Board of the OpenID Foundation, a non-profit, standards development organization after he was OIDF’s Executive Director for 10 years. As founder of the Open Identity Exchange, he led OIX for 10 years and recently served as its Vice Chair. Open Identity Exchange is a a non profit organization developing scheme rules, trust frameworks and governance for identity systems at scale. Early in his career, Don led business development and strategy at the LexisNexis Group and the Reed Elsevier Venture Fund. As a serial entrepreneur and investor he now advises on venture firms in the internet identity industry.
Jonathan is an industry veteran who joined the Payment Systems Regulator in January 2021 as an expert advisor on payments processing, fraud prevention and identity management. He works closely with colleagues in policy development to support the PSR’s three statutory objectives of choice and availability for service users, competition, and innovation and development of payment methods.
He joined the PSR from the independent advisory company Mk2 Consulting which he founded and where he advised a wide range of clients including FS, telco, utilities, public sector and charities. His background in IT, product management and strategy for cybersecurity, telecoms and embedded systems (IoT) gives him a broad and deep appreciation of the challenges faced by businesses, including FinTech and Financial Services. He has advised on open banking, strong customer authentication, data protection, scheme a legal compliance and fraud prevention.
As President of the Digital ID & Authentication Council of Canada (DIACC), Joni builds on 15 plus years of experience in Digital Identity innovations and standards development. She helps DIACC to fulfil its vision of unlocking interoperability of public and private sector capabilities through the establishment of an identity trust framework that will grow Canada’s economy. Joni builds impactful relationships and formalizes strategic partnerships between organizations. She has participated in committees and initiatives around the world including: OECD-ITAC, ISOC, IEEE, OASIS-SSTC, ISO SC27 WG5, and she has testified before the US Office of the National Coordinator for Health Information Technology Security and Privacy (ONC HITSP).
Luella assists with the Policy and Regulatory Affairs work at the BGC, including leading on Safer Gambling Week.
Luella joined the BGC in July 2021 as a Policy Officer after graduating from the University of Bristol with a degree in English Literature and Philosophy.
Marie is IATA’s Head of Industry Architecture, assisting the airlines to define and drive digital transformation programs.
Prior to joining IATA, Marie led number of innovation programs applying automated identification, digital security and internet communications technologies to solve a wide range of airline business problems.
Phillip is Director of Digital Technology and Innovation at UK Finance, the trade body for the financial services industry. His portfolio includes digital identity, payments innovation, new digital money and open banking/finance. Before that, Phillip worked at Payments UK on payments regulation and strategy.
He has a public policy background – at the Local Government Association leading on local government finance and public service reform. Before that at HM Treasury in a variety of policy roles, including leading policy reviews (the Independent Commission on Local Government Finance and the Russell Commission on Youth Volunteering) and as the Budget Project Manager.
On secondment from the Treasury, he was CEO of the Giving Campaign, a national partnership between government and the voluntary sector to encourage charitable giving.
Phillip has a degree in Economics from the London School of Economics and a Master’s degree from Loughborough University.
