Define and publish a high level structured approach to both ID Proofing and ID Authentication through analysis of the ways this has been done to date across different regional trust frameworks.
Define how following this structured approach will allow interoperability to be achieved between Trust Frameworks.
Many frameworks already define ID proofing and credentialing approaches.
These approaches usually work on a level of assurance and / or level of credential basis.
The following frameworks should be considered:
• UK GPG45 / GPG44
• EU eIDAS / PSD2 SCA
• Canada DIACC
• Australia DTA
• US NIST
Standard ID Proofing elements: Evidence, Valdiation, Verification, Risk
Standard ID Authentication elements: Strength of Authenticator, Factor mix.
