One of OIX's key principles for Digital ID is Inclusion.
OIX runs an ongoing Inclusion Steering Group to look at how inclusion can be improved in any Digital ID ecosystem.
We have coined the term the 'ID challenged' - those who cannot easily obtain a Digital ID by using existing ID documents or readily available ID information, such as passports, driving licences or credit footprints. There are six million ID challenged in the UK and in our Inclusion and Data Sets Analysis we explore who they are, where they are and how they can be brought into the ID ecosystem using bank and government data sets. This same analysis could be applied in any country where geo-demographic market segmentation tools exist.
When data cannot be used to identify a person, vouching is a good way to bring them into the ID ecosystem. OIX has published an open proposal for Digital Vouch with Photo, in which a trusted person who already has a Digital ID can bring someone into the ID ecosystem as their Voucher, including attesting that a photo they take of the individual with their Digital ID is a likeness of that person. This process is not without its risks and challenges, but it may be the only possible proofing method for many of the ID challenged.
